The Kennedy Manor Fire Drill

Why are the residents being told too many times:
“Please! Stay in your apartment with the door closed until the fire department gives specific instructions to leave”?
Why is every repetition of that statement preceded by an extremely obnoxious, shrill sound repeated about 5 times?
And why is it that, after each repetition of that statement, the residents are subjected to another 5 obnoxious repetitions of that piercing, high-pitched, shrill sound?
Don’t we human beings understand that it is not helpful and not humane to tell other human beings the same thing about 20 times in an hour?

I’ve read about whales and porpoises and dolphins suffering from extremely obnoxious man-made noises in their natural habitat, the oceans. Maybe that’s why we also read about whales and dolphins and porpoises beaching themselves. Maybe those obnoxious noises are driving them to suicide.
The shrill, piercing, repeated noise we hear about 100 times during the hour-long fire drill is maddening. Its after-effects are disturbing for many days and even for weeks afterwards. Instead of telling us, “You can leave the building.” Why not do the fire drill in a humane and reasonable way? Why not stop that repeated high-pitched shrill noise before and after every statement? Why not shorten the fire drill to 10 minutes? It isn’t necessary nor reasonable to tell us the same thing about 20 times in an hour.
The fire drill takes away my peace of mind and heart and soul for many days.
